The CYO is run by the Executive Director, Jeff Wellman. Mr. Wellman maintains the operations and facilities on a daily basis of the CYO gymnasium and Harry Phillips Field (Maranatha Park). His responsibilities include everything from raising funds, coordinating all of the programs and activities, acting as secretary and bookkeeper and all other details within the organization. He communicates with QND, JWCC, Quincy University, the parochial schools' principals, coaches and teams, as well as other groups and volunteers connected with the CYO. The CYO Board of Directors are listed below.

Mr. Wellman has a broad and extensive background in education and athletics which lends to his professionalism in the position as Executive Director. Jeff has degrees in Secondary Education and Business Administration, and still holds teaching certificates in Missouri and Illinois. He was Head Women's Basketball Coach and an Assistant Football & Softball Coach at Quincy College. He was an Assistant Men's Basketball and Football Coach at Culver-Stockton College. Jeff ran the Quincy Park District adult softball program from 1984-89 and has officiated football, basketball, baseball and softball over the past thirty years. In addition, he has spent seven years in the radio business as a sports talk show co-host, play-by-play and color analyst, advertising rep and General Manager of a station. He loves participating in sports when he can find time. Jeff appreciates quality time with his wife, Jill, and two children; Austin (18) and Sydney (15).

Volunteers are a major necessity for the CYO programs. Coordinators and volunteer coaches keep the teams organized and spend countless hours teaching and practicing with the youth. Within the CYO youth teams from 1st-8th grades, there were over 200 volunteer coaches. Over 7,000 hours of practice time and an additional 1,800 hours of game time was donated by these individuals.
